Brazos County Democratic Party Guidelines For Donations and In-Kind Support of Democratic Candidates

The Brazos County Democratic Party is a non-profit political organization. By its very nature it is a political action group. Groups such as ours are a means of individuals to band together to support candidates. The Executive Committee has authorized a separate bank account to be used for direct contributions to local and state campaigns.
- Groups that are involved
- The Executive Committee of the Brazos County Democratic Party. This committee makes the final decision in all funding recommendations.
- This committee has the responsibility for planning and coordinating the General Election campaigns of the Democratic Party's nominees within the county.
- This committee is responsible for raising funds, conducting local campaigns, supporting the statewide effort for the entire ticket, producing materials, and coordinating local services for all Democratic Campaigns. (p. 11, The Rules of the Texas Democratic Party)
- The Candidate Fund Committee (CFC)
- The CFC's first responsibility is to recommend or not recommend candidates to receive money from the County Party.
- The CFC's second responsibility is to recommend the amount of money to be given to approved candidates.
- Candidate Fund Committee Members
- Regular members shall be 5 people elected by the Executive Committee of the County Party
- The Secretary/Treasurer shall serve as an ex-officio member regardless of the term of previous service.
- The Secretary/Treasurer shall vote only to break a tie vote.
- Members must have voted in the most recent Democratic Primary.
- An attempt will be made to select members from each of the 4 Commissioners' Districts.
- Terms shall be for 2 years and no member my serve for more than 2 consecutive terms. Initial terms of 1 or 2 years will be decided by lot.
- All members should be contributors to the County Party. Volunteering time for the party can be considered a contribution.
- A quorum for all meetings shall be 3 members. (not including the Secretary/Treasurer)
- The Vice-Chair of the County party shall serve as chair.
- No member of this committee shall be a candidate for public partisan office.
- If a member declares for an elected partisan office his/her position will be considered vacant. It shall be filled at the next Executive Committee meeting.
- No member of this committee shall be directly working for (such as treasurer or a paid position) or related to any candidate for public office (such as spouse, child, brother or sister).
- The committee may vote to accept information from other non-voting members.
- Meetings will be conducted in accordance with the rules of the Texas Democratic Party.
- Duties of the Candidate Fund Committee
- The CFC is responsible for the management of the Candidate Fund
- The committee may make recommendations for allocations to candidates.
- Candidates may be recommended by the CFC for general elections only.
- Funds may be dispersed for challenged races only.
- Candidates receiving money may be asked to come before the committee with a plan to use the money.
- The committee reserves the right to refuse to give money to any candidate.
- All recommendations must be approved by the Executive Committee.
- Contributions
- Anyone may contribute to the Brazos County Democratic Party Candidate Fund.
- All contributions shall be voluntary and will be publicly disclosed as required by Texas law.
- No contribution may be designated for any specific candidate.
- The Committee reserves the right to refuse any contribution.
- Money will be dispersed for lawful political purposes only.
- No corporate money (except professional corporations) may be accepted.
- Secretary/Treasurer
- The Secretary/Treasurer is responsible for filing all ethics reports in a timely manner
- The Secretary/Treasurer is responsible to the Executive Committee of the County Party.
- Because the Treasurer is the signatory on the CEC report (ethics) he/she has the authority to reject any action to spend money. The treasurer can face both criminal and civil liability for the action of the committee.
- Brazos County Democratic Party records of contributions and expenditures may be requested at any time by the County Chair, the Executive Committee or the Campaign Fund Committee.
- Training
- Members of the Candidate Fund Committee will be encouraged to participate in Senate District Executive Committee organizing training.
- Members must be willing to participate in any other training the county Executive Committee deems necessary.
- Guidelines for Contributions to Campaigns
- Candidate must have voted in the most recent Democratic Primary.
- Candidate must be running for partisan local/county/state office.
- Candidate must be willing to be interviewed by the committee.
- There are no closed meetings or secret ballots.
- CFC's decisions must be approved by the Executive Committee.
- Candidate shall show evidence of support for the Texas Democratic Party Platform.
- Statewide candidates shall show evidence of interest or service to the Brazos County Democratic Party. Example: a visit, talk, rally appearance
- All recommendations of this committee must be approved by the Executive Committee.
